Can’t access Flash drive

Hi,
For some reason both my flash drive and portable hard drive only worked
with my mac and not pc. I tried to changed the format of the USB from
HFS+ to MS-DOS FAT 16 and it still didn’t worked. I am really lost…. any
help would be appreciated.
