can’t add a second dc

Upgraded an NT4 PDC to Win2K. Installed Win2K server on new box. When we try to install Active Directory (DCPROMO)the error message is: “wizard cannot gain access to the list of domains in the forest”. I’m using the enterprise login and password. I can ping the exisitng DC by name. What are we missing?
