Can’t authenticate/No USRMGR/MSBROWSE

We are a single domain with three DCs, each in seperate subnets. We have two WINS servers residing in seperate subnets from each other, one of the resides in the same subnet as the PDC. We have eight seperate subnets that are active. We have set the regestry hack on login to not allow Win9x sharing, so the 9x machines will not participate in browser elections. We are using 10.* addresses with subnet mask of 10.x.255.255. We are using Nortel switches and Marconi ATM for backbone.

Now the problem. Each day we atre having to come in and reboot our PDC so that users can authenticate. before we reboot we can not access User manager or Server manager. Once we reboot everything seems to be fine. We have initialized our WINS servers thinking that the problem may be there, but to no avail. We have noticed frequent browser elections throught the day. As soon as we reboot the PDC the MSBROWSE entry is on the PDC in WINS, but shortly after another machine will grab it. The Domain(1B) entry is however consistently with the PDC. When the situation occurrs we are unable to ping the PDC via hostname.

Help would be greatly appreciated.
