Can’t connect to server

I’m having problems getting a drive mapping to the Server from a win 95 workstation. When I try to right click on properties of Network Neighborhood, I get administer disabled. I have checked in system policy on server and there is no system policy there. I have also created an account and put it in administrator group and logged in with this account and it still gives administrator disabled. How can I get into the Network properties?
