Cant Detect CDRom Drive In DOS

I have a machine that I built myself that has a Pentium 100Mhz, 64Mb of RAM, and two hard drives. The main drive is a 203Mb Western Digital Caviar and the second is a 1.5Gb Conner. I have a Samsung 3231 CD-ROM drive and I would like to install Windows off of the CD-ROM drive. I have a boot disk but I cannot get to the CD-ROM drive when I am in DOS. I am completely out of ideas. Any help would be appreciated.
