Can’t enter IP address in Network Prop’s

I am running Windows 98 Second Edition and currently, I can’t enter IP addresses, Wins Addresses or Gateway addresses into the Network Neighborhood properites. The fields are empty, but when I attempt to click into them or tab to them, my system just makes a noise and I am unable to enter any address information. I have tried removing all network entries and then recreating them, but that didn’t help. I also tried re-loading Windows. Could this be a corrupt Windows file? Does anyone have any suggestions?
