can’t format my hard drive….

I am still having the same issue with my computer as last week. I installed a new hard drive, actually a refurbished one, and now I can’t load my op. It says go to BIOS and set up. And I dod and I set it up to run off my dvd-rw. put the disk in and nothing. Same message. I ordered a new power supply because someone had mentioned it couold be that, if it’s not, what else could it be. Could I need a new motherboard??????????????????
