can’t format partition in Win NT Server

In my windows NT Server 4 any (primary or logical) driver I cant format it in NTFS because in Devices of control pannel NTFS service is not their. I tried with applied SP 6a but problem still their while if I format it in FAT it is working and if I format it in NTFS it is showing unrecognised file system
