Can’t get hidden files to show

I have a Windows 2000 Server and can’t display the hidden files. I’m logged on as Administrator and, even after going to Explorer>Tools>Folder Options>View and clicking the box to uncheck “Hide Protected Operating System Files”, the files remain hidden.

Also strange is the fact that I don’t see the folder for “Hidden Files and Folders” which should be just above the “Hide Protected Operating System Files”.

Any help would be greatly appreciated.
