can’t get into NCPA.CPL

When I right-click network neighborhood on one of our NT4.0 Servers I get: “An error occurred while Windows was working with the Control Panel file C:\WINNT\System32\NCPA.CPL” Expanded NCPA.CP_ off the NT4.0 CD as Microsoft recommends in their Knowledge Base for this issue but and copy it into the System32 folder but still get the same error. Any thoughts?
