Can’t modify SETUP.LOG

Greetings,

When attempting to update from WinNt Sp4 to SP6a, I’m getting the message that it can’t modify the SETUP.LOG file. Following MS’s article, Q175960, I’ve attempted to first create the Repair directory in the WinNt directory (which was not present) and then create the SETUP.LOG file within that directory with entries:

[Files.WinNt]
\%Systemroot%\System32\Hal.dll=”hal.dll”,”d023″

[Paths]
TargetDirectory=”\%Systemroot%”

replacing \%Systemroot%\ _with_ \WinNt\

I’m still getting the same message, unable to modify SETUP.LOG.
