Cant resize VM in win95

Customer has 5GB free HD space, 64MB ram and win95
More than 3 apps open at a time and she gets ‘out of memory error’ if i allow windows to manage the vm its fine, but anytime i tray and adjust it to anything larger than 64MB the OK button greys out.

any ideas?
