Can’t restart from shutdown screen.

I have a old Pentium Pro 200Mhz with Windows 98 installed. When I shut down I get the shut down screen and have to manualy shut down the power since my computer has a older motherboard. Usually when I Shut down my computer, the computer when finishing, brings up the “You can now shut down safely..” screen and when I would forget something, i would just press CTL+ALT+DEL to restart the computer. Now when I shut down, the keyboard is non-funtional, I can’t restart it from the shut down screen anymore. Please HELP!!!
