Can’t see CDROM

I am unable to access the CDROM of a PC I am working on. The system is run by Windows 98SE, and the device manager states that the best drivers are already loaded on the hard drive. I am unable to run set up on the system because Windows is freezingand I can only access the system in safe mode. Your help will be appreciated.
