Can`t shutdown from START button

I have a Toshiba Satelitte laptop. I can`t shutdown my laptop from the START button. When I select it, the screen becomes gray for 1 sec and I don`t have the selection to log off, shut down or restart.

The only way to shut down is to do CTRL + ALT + DEL
