Can’t view files in Temp directory

Have set the usual permission in View options in Explorer to view all files. But certain files can be found using the “Find Files or Folders” that cannot be seen using Windows Explorer. But only in the C:\TEMP directory.
Is there a fix to allow workstation users to view/delete files in Temp directory without having to do a find file?
