career in application development

I want to persue a career in application development with special interest in database applications.Thus eventually i want to become a Management Information Specialist.
Can you tell me what are the fountions of an application developer and Management Information Specialist. Finally, What necessary steps must i follow (which programming languages to learn) to reach there.
