CD/DVD problems

I have a Dell desk top that has a cd/rw and dvd/rw drive. Neither will recognize a blank disc to download onto. When I use any program to create a disc it will state insert blank disc. Updated drivers, computer reports both drives a functioning properly. When I insert a copied disc it will play. thanks for your help.
