CD-rom makes computer reboot

Hi,

I have a desktop with Win.98, and an “LG” brand CD-Rom. When I put in a CD, it reboots the computer and cannot restart while the CD is in. I have tried reinstalling the CDRom, I have checked the Bios for startup conflicts and still have this problem.
