CD Rom not accessible

I have a Win98 machine that the CD_Rom
that will not read any cdrom I put
into it. I have removed it in Device
Manager and rebooted the machine. Windows
then re-installs the cdrom but it still
will not recognize any cdrom. Any ideas?
