Cd-RW Drivers on Windows XP Pro

I was interchanging components on 2 desktop P.C.’s and wanted to start fresh, so I reinstalled XP Pro after a reformat of harddrive. I am now having trouble with my CD-RW on startup. Drive does not show up on “my computer” window. When I start install new hardware, no new hardware is found, and CD-RW shows up on list of equipment. When I select that drive to install I receive a message that device is working properly and a further check of my computer now shows drive D. Yet on a restart of comptuer drive fails to show up until I repeat install new hardware, and have to go through the steps I just listed. What do I need to do to keep this hardware installed?
