CDROM reconized by win but doesn’t read

I have a gateway 400 celeron with a standard CDROM. The drive is recognized by windows but will not read any disks. I get the “drive not ready” dialog box every time I try. I have reinstalled the drivers(in both DOS and WIN). Checked cables for security and connection. The drive is autodetected by the CMOS. I have a suspision that the drive is shot but would like a second opinion. The drive does not seem to be spinning.
