CDrom works with Admin, nothing else.

New pc, with w2k pro..

Under the Administrator account I have not had a problem installing any software via cdrom. When the new user logged on the cdrom will not acknowledge that there is an installation disk. Usually a reboot will fix the problem, sometimes not. I did give the user administrative rights, but did not solve any problems. Any advice?
