change in screen

i have a client running win xp home. the problem is that every once in a while when they start the copmuter it starts then shuts off and goes to the safe mode screen. they choose to start windows normally and it loads fine. but sometimes when they start the system wverything loads for xp but the windows look like classic 95 tested the vid card but doesn’t seem to be faulty. any help would do.
