Change TCPIP as a power user

Here is my situation. We run W2K Pro SP1 on dell latops that are attached to a network. The systems are docked and the network port is on the docking station. They also have a built in network port that our controls engineers use to communicate to various equipment in our shop. They constantly need to change the ip address of the built in card. When they login undocked they still log into their domain account so they can hot dock the system when needed. There are no local users defined in user manager, under the power users you will see their name as \\domain\username.
They are a power user and I really don’t want to give them admin rights. Do you have any ideas or suggestions. You would think Microsoft would know this goes on and wouldmake it simple.
