Changing a home page

How do I change the home page for another user in Windows 2000? We are running a Novell environment with a mixture of Win9X and W2k PCs. The problem is that on the Novell server we are running Zenworks. The policy is to not allow the staff members to change the home page. Unfortunately the students can do this, and the teachers can’t change things back. Is there a way to change the home pages on the W2K PCs when I’m signed on as admin for the teachers without changing the policies that areblocking this?
