CISCO 3620 and VoIP

I have a CISCO 3620 and I would like to connect it to an Alcatel A4400 Voice Switch via an E1. The CISCO 3620 has got a dual E1 card and also Serial card. However I am told that I would also need an FXO and/or an FXS card. Is this really the case?
