Clearing startup in 2000?

Ok, being a fan of win98 only for the ability to cleanup the startup using msconfig, however a friend asked me how to clear it up in 2000 pro. Technet claims that all it’s operating systems except for 2000 uses msconfig. It claims that the resource cd, which I have, claims that it has a tool called startup.vbs that does the same thing. Installed the cd and couldnt find the program. Does anybody know how to use this or where to find it to clear up the startup files? It amazes me that they didnt utilize this tool with normal deployment to avoid any spyware let alone bulky statups after installing software. Suggestions welcome.
