Click-click sound on pc boot

When I switch on the PC, I get a continuous click-click-click sound. When I press and hold the reset button, the click-click sound stops and the boot-up process only goes as far as reading the CD-ROM and then stops. When I let go of the reset button, the click-click sound continues. I suspect the motherboard, but am not sure.
