Clients Outlook is slow

We have one exchange server with 512MB RAM and dual processor. We have approx~ 400 email clients. Within the last two weeks most client’s outlook 97/2000 take a long time to open up (all are installed locally on the workstation). Then in the midst of using it, it will often freeze up for 30 seconds after clicking a button. What could be the problem, besides adding more memory?
