CMS… What product should i choose

OK i have a limited budget, 2 new application servers, and 2 new web servers coming sept. 1st. I am in the process of implementing a CMS for my college (Amarillo College). the problem is, I can’t get more than $20,000 for the product. The application servers will be the back end for the CMS as well as uPortal. uPortal’s CMS seems overly complex for our end users. Any suggestions?
