COM Port in Windows 2k

I have installed my modem in com 2 but every time when i use the modem, i have to uninstall com 1 before the computer detect the modem. When my computer restart the next time my win 2K operate system install com 1 back. how can i permanent uninstallcom 1?

is it the com 1 and com 2 is sharing the same address?
