combobox filtering

I have a form whih contains among others two fields -Referee and Consultancy. Only when the Referee field is not blank some of the consultancy types can be chosen from the Combobox used by this control. Question is how to ensure that the items in the combo box are filtered based on whether the field Referee is filled in or left blank and only relevant applicable consultancy types are shown in the combo box
