Comm ports hung open

I have a Dell 400 server running Win2K server with an external modem. Both comm ports are in the “open” state, cannot close them. Does anyone know of a utility to force them closed? I’ve also tried to install a PCI serial port card, but Win2K server will not recognise the extra two ports.
