Command Interpreter

I recently attempted to partition a computer to upgrade to Windows 98. Okay, now it is totally messed up. I get a message stating that the command interpreter is missing (C:\Command.com). I think I totally erased all of the files on the pc. Whatcan I do? When I try to boot from the A: drive I get this message.
