compaq computer —not reading cd

I bought a refurbished compaq computer, fdisked the hard drive, installed win98, and cd rom driver. System recognize that it has a cd rom, but quite often it will say, “device not accessable” or can’t read from device”.( even when I have a cd in thethere ) Why is this? how can I get the system to read at all times?
