computer reinstalling my broadband modem

I have just recently installed broadband to my computer and since then my computer locks up when booting up just after verifing DMI pool. It also keeps reinstalling the modem and USB port root hub causing major conflicts. To top it off when i shut down my computer goes black and hangs and i cant even power off the modem. I am running winME why is this all happening. Thanks
