computer stalls and restarts

We just put together a new p4 with xp on the old hard drive. Has ddr memory. The computer reboots when turned off. It does it constantly. The only way to shut it down is to set it to hibernate. It also stalls all the time for a long time. Several seconds go by before it does anything. Does anyone know what could be causing this?
