Computer won’t shut down

Several PCs on our network do not shutdown. When running Windows 95, the system will get to the “Please wait while your computer shuts down” and stops.

It looks like the hard drive light flashes every so often. I have let them go overnight before thinking they were shutting down something, but the next morning they were still on the same nice blue clouds screen.
