Computer won’t start!

I have a new HP with Vista. I shipped it from Vegas to Germany. I’m aware of the electrical conversions but when I turned it on, the light comes on when pushing the on button but it goes right out. You can hear noises like a whirring sound but nothing else happens. The monitor shows no signal. I’ve checked for loose connections but everything seems ok. What could be the problem?
