configuring dial out using ISDN

I tried to set up ISDN dialup installed on NT server but i can’t get users on the network to dial through it.
What is the best way of setting this up.

I have thought of using basic internet connection sharing (ICS)but i realy want to do it via NT server.or windows 2000
