Connecting Two PC’s

In our office we are working on a lan with “internal” ip adresses eg 10.0.0.1. I need a person from the outside to dail up to a certain pc, which is permantley connected to a phone line. What settings do I need to change on the “inside” pc to allow connections and what changes do i need to make to the “outside” PC ?
