Connecting Win98 to Win ME

How can I connect my computer (win98se) to Win Me melenium edition over a modem-modem connection ? It should be simple but it doesn’t work.

Info:-
File sharing enabled on both machines(no passwords have been set at this time.
Tried both ways (a-b / b-a).
Netmeeting can’t find the other pc but connection icon is in the taskbar.

I could do with a step by step or some pointers in the right direction.
