Connection Manager Programming Info

I am looking for information to program the Microsoft Connection Manager, cmmgr32.exe. When I joined the MCIWorldCom ISP, the software given me used cmmgr32.exe programmed with files labeled Cm_setup.cms, cm_setup.cmp and cm_setup.inf. I cannot find any information about the connection manager in W98 help or at the Microsoft web site.
