Connection Speed….FACTS !!!!!

This is the deal…I have a 68 KBps Motorola Surfboard Cable Modem. My connection is as follows: PC..to..10Mbps Ethernet Hub..to..another 10Mbps Ethernet Hub..to..Cable Modem. Is USB faster? Honestly, why is my DL speed averaging 7 Kbps? Sometimes slowes to 3. Is this accurate? My Dls always start at 63 kbps and linger down to my average very quickly. Please let me have the low-down !! Just incase: 700 MHz Celeron, 64 Mb RAM, Win98SE, Realtek RTL8139/810x Family Fast Ethernet NIC……It’s a Dinosaur isn’t it?
