Content adviser doesn’t work

On a Win 98 standalone PC, content adviser used to work.Since upgrading to IE6, I would find that the password would occasionally have been disabled, so I entered a new one and it would work for a while, until disabled again. This may or may not be a user doing this, but the problem now is that the password is enabled, with the option checked for ‘Supervisor can type password..’, but Content Adviser never intervenes on any websites (previously it would ask for the supervisor password any unrated webpage, which was most pages of most sites). If the password is enabled ok, why doesn’t it actually do anything? Because it doesn’t respond to unrated sites, it cannot be the rating files, although I have reloaded them and reset the rating levels.
