Continous rebooting at startup

Inital booting after power on, computer goes through the normal process until loading win98. After reaching blue screen, before grafics, the machine begins the rebooting process over again. Usually on the second booting it completes the process and the desktop appears and all is well. Any suggestions on what’s causing this?
