Control Panal missing.

We have had some Win98 users loosing there control panels for no apparent reason. After talking to the administrator we have determined that it shouldnt be any kind of user rights or permissions issuses. It only happens to a few people, some not even connected to the network. Any ideas on why this is happening or how to get the control panel back would be appreciated
