Control Panel

I have a Gate Way computer. I cant access any of the programs in the control panel. When I click on the icon(like system)I can hear the HDD but the program will not appear. I tried right click and open with no success. I tried scan disk. I saw that there was no activity so I opened my close program box. It showed that scan disk was not responding. The p.c.froze on disk defragmenter too. Please Advise.
