Control panel error message

On a Windows Nt 4.0 computer, it gives this error message when trying to open control panel,”THERE WAS AN INTERNAL ERROR AND ONE OF THE WINDOWS YOU WERE USING WILL BE CLOSED.” Is this as sipmle as replacing the executable file? Please advise. Thank you.
